2)you'll have nearly all the morning to try the road with NO cars! (only th bus to take you up, but he'll never be on your way)

1)for the rain we really can't tell you! usually in september we have good weather, but this year even in june, we have as well sun and rain. you can't even predict the day before! and the forecast channels are very often wrong. all I can tell you is take both: rain wheels and normal wheels.
I don't know if it really helped you, but it is hard for us to know as the weather is really strange this year!
